Touch-Up formulas allow for slight editing of the Reosean's import image with small amendments such as cleaning up previously messy markings, coloring the lineart, adding halos, etc.
The color of eyes, eyelids, tongues, lips, nails, and pawpads may be changed completely with a Touch-Up Formula, though the new colors must still comply with the rules indicated in the game's design guides.
While markings may be slightly edited or extended/retracted, these changes should be very small.
The key thing to remember is that the Reosean's design must stay very similar to the previous one so that their previous CP may still be counted. The updated design should, essentially, look like largely the same vayron.

Let's observe some legal Touch-Up examples;
Notice the very slight changes above - soft gradients were added to the markings and coat, the lineart has been colored, the lip and eye color have changed, and the stripes have been cleaned up (they still sit in the same place though and have not been overly extended or retracted).
The lineart has been lightened, gradients have been added to the markings and base coat, fading has been added to a few areas of the Pointed marking (ear tips, jaw), and the minimal-white on the forehead has been extended slightly. Small, subtle marking extentions like this are allowed.
And now, let's look at some illegal examples;
The minimal white beneath the eye has been extended too much, an entirely new large patch of Tobiano was added to the neck (small additions are okay, this is too big!), and the Dusted marking was added (new markings may not be added and existing ones may not be removed!).
Minimal white has been added onto the ear and extended too much on the face. The Stripes on the neck have been extended quite a bit, and several new freckles were added. Overall, these changes are just too much for a Touch-Up formula.
Rules:
♦ It can only be used once and is consumed on use.
♦ This item may be used on Premier or Anomaly Reoseans.
♦ Touch-Ups do not allow for the exchanging of traits or the removal/addition of different markings than the Reosean already has.
♦ Backgrounds may be changed within the same continent - otherwise, a Passport will be necessary (i.e. changing from Thedale to Roenden). Passports can be processed via the Touch-Up/Do-Over thread in the current Design Approval journal.
♦ Any import accessories (Vaybelline, Holy's Heirloom, Warrior's Embrace, Paint Dye, LBoC/SBoC, etc.) can stay on the import or be removed. If you choose to keep them, they cannot be changed save for slight color changes and lineart color edits.

FAQ:
How big can the edits be?
Small. Again, this formula is meant for touch-ups, not changing the design as a whole. The only elements which can be completely reworked are eyes, eyelids/lips, tongues, nails, and pawpads.
Will I lose CP or Political Status upon using this item?
This item will have no affect on your Reosean's CP count or Political status, as their appearance will remain largely the same.
Can this item be used on Premier or Anomaly Reoseans?
Yes! Remember, the design of these Reoseans must remain largely the same though.
Can import edit items (Vaybelline, SBoC) be edited or removed from the Reosean with this item?
You can remove import edit items with a touch-up formula, and you can slightly edit their colors. Note that their lines should not be edited (aside from color).

How to apply a Touch-Up Formula:
To be able to use the Touch-Up Formula, it will first need to be in your bank.
You'll then upload your updated design to sta.sh, at which point you'll need to head over to the Touch-Ups and Do-Overs comment chain in the current Design Approval journal and fill out the form found there.
